OTHER
DEPARTMENTS
The
departments functioning in the Mansa District which are not mentioned elsewhere
in the Gazetteer have been briefly described in this chapter. The position of organizational set-up of
these departments in the district, their functions and activities, jurisdiction
and strength of staff as on
(a) Public Works Department
Public
Works Department is one of the important departments of the Government as
various developmental works are executed through it. The activities of the Public Works Department
may be divided mainly into construction and maintenance of buildings, bridges
and roads; rural water supply works; drainage works; irrigation channels
(construction & maintenance), etc. The
jurisdiction of the circles/divisions of the department is not necessarily
confined to one district, it may extend to more than one district. The
circles/divisions, which have jurisdiction over the Mansa District, are
described below:
Executive Engineer, Provincial
Division, PWD (B & R), Mansa.- This
division was opened on
This
division has 3 subdivisions viz. Provincial Subdivision No.1, PWD (B & R),
Mansa; Provincial Subdivision No. II, PWD (B &R), Mansa and Provincial
Subdivision, PWD (B &R), Budhlada.
Each of these subdivisions is under the charge of a Sub Divisional
Engineer, who is assisted by 4 Junior Engineers, 2 Clerks, besides miscellaneous
Class IV staff.
The main
functions of the division / subdivisions are: construction and maintenance of
roads and bridges and construction and maintenance of government buildings.
Sub Divisional Engineer, Roads and Bridges, PWD (B & R), Mansa.- Opened on

and Bridges Division, Bathinda, who is further under
the administrative control of
Superintending Engineer,
The
main functions of this subdivision are to construct roads and bridges in the
district.
Sub Divisional Engineer, Electrical
Subdivision, PWD (B & R), Mansa.- This subdivision came into existence on
The
main functions of this subdivision are to execute electrical works and to look
after their maintenance in the government buildings constructed by Public Works
Department in the district.
Executive Engineer, Public Health,
(Rural Water Supply) Division, Mansa.- This
division was opened in 1976 and is headed by an Executive Engineer who is under
the administrative control of Superintendent Engineer, Public Health, (RWS)
Circle, Bathinda. He is assisted by 1
Superintendent, 1 Divisional Accountant, 1 Divisional Head Draftsman, 2
Draftsmen, 3 Senior Assistants, 1 Junior Draftsman, 4 Junior Assistants/Clerks
and miscellaneous Class IV staff.
This
division has five subdivisions viz. Pubic Health (RWS) Subdivision No.1, Mansa;
Public Health (RWS) Subdivision No.II, Mansa; Public Health (RWS) Subdivision
No.1, Budhlada; Public Health (RWS) Subdivision No.II, Budhlada and Public
Health (RWS) Subdivision, Sardulgarh Each subdivision is under the charge of
Sub Divisional Engineer who is assisted by 4 Junior Engineers, 1 Sub Divisional
Clerk, 2 Clerks and Class IV staff.
Sub Divisional Engineer, Public Health
(Government Works) Subdivision, Mansa.- This
subdivision was established in June 1992.
It is headed by Sub Divisional Engineer, Mansa. He functions under the administrative control
of Executive Engineer, Public Health (RWS), Bathinda. He is assisted by 4 Junior Engineers, 1 Sub
Divisional Clerk, 1 Clerk and miscellaneous Class IV staff.
The
main functions of this subdivision are to execute and maintain the works
relating to water supply sanitary installations, sewerage, etc. in government
buildings both residential and non-residential.
Executive Engineer, Drainage Division,
Mansa.- Opened in February 1999, this division
is headed by an Executive Engineer, who functions under the administrative
control of Superintending Engineer,
Two
subdivisions viz; Drainage Subdivision, Mansa and Drainage Subdivision,
Budhlada of this division are falling in Mansa District. Each sub division is headed by the Sub
Divisional Engineer who is assisted by 8 or 9 Junior Engineers, 1 Sub
Divisional Clerk, 1 Assistant Sub Divisional Clerk and miscellaneous Class IV
staff.
The
functions of this division are the construction of new drains and
reconditioning/desilting of existing drains.
Executive Engineer, Mansa Division,
I.B. at Jawaharke (Mansa).-This division was
shifted from Bathinda to Mansa in October 1974.
It is headed by an Executive Engineer who is under the administrative
control of Superintending Engineer,
This
division has two subdivisions viz.
Jhunir
Canal Subdivision, Jhunir is under the charge of a Sub Divisional Engineer, who
is assisted by 3 Junior Engineers, 2 Ziledars, 2 Senior Clerks, 1 Revenue
Clerk, 2 Assistant Revenue Clerks, 5 Canal Patwaris, 1 Junior Assistant and
miscellaneous Class IV staff.
Sub
Divisional Engineer, Canal Subdivision, Budhlada.- This subdivision came into
existence on
(b) Cooperative Department
The
department is represented in the district by the Deputy Registrar, Cooperative
Societies, Mansa. His office was established on
The
office of the Assistant Registrar, Mansa was established in September
1973. He is assisted by 1
Superintendent, 3 Clerks, 1 Steno, 1 Statistical Assistant and 43 Inspectors
besides ministerial Class III and Class IV staff.
The
Deputy Registrar is responsible for the healthy growth and development of the
cooperative movement and registers the cooperative societies. He ensures that agriculturists receive
adequate and timely supply of short, medium and long term credit through
central cooperative banks, land development banks, cooperative service
societies. He also arranges through cooperative
marketing societies the supply of chemical fertilizers, improved seeds,
insecticides and pesticides.
(c) Public Relations Department
This
department is represented at the district level by the District Public
Relations Officer, Mansa. He is under
the administrative control of Director, Public Relations,
The
main functions of the District Public Relations Officer are: to maintain
liaison between government and public, to publicize government policies and
programmes through press and mass media such as staging plays, cinema shows and
to convey to the government the reactions of the public. He handles the distribution of government
publicity literature and press publicity for the coverage and publication of
government news. He also organizes
public meetings, cinema shows and variety shows. Besides, he
supervises/arranges social functions like blood donation camps, etc.
(d) Food and Supplies Department
The
department is represented at the district level by District Food and Supplies
Controller, Mansa. He is under the
administrative control of Director, Food and Supplies,
Assistant Food and Supplies Officers, 7 Auditors, 2
Accountants, 12 Superintendents Grade I, 20 Superintendents Grade II, 8 Clerks
besides ministerial Class III and Class IV staff.

Cooperative Societies, Budhlada and Sardulgarh were established on
The District Food and Supplies Controller
is responsible for the procurement of foodgrains; distribution of sugar, rice,
kerosene and wheat flour through fair price shops and the branches of
cooperative/consumers store
in urban as well as rural areas; issue/renewal
of brick kilns and firewood licences;
allotment of coal/coke and cement; checking of licences of food- grains, rice-
hullers, rice shellers, kerosene, ghee, rice, sugar, etc. and checking of
petrol pumps and cooking gas
agencies. The department also maintains
its own godowns for the storage of foodgrains.
As

(e) Finance Department
The
department is represented in the district by the District Treasury Officer,
Mansa who is in charge of the District Treasury. His office was established on

main functions of District Treasury Officer and Assistant Treasury Officers are
to make receipts and payments on behalf of Government, to maintain the accounts
of Government and storage of stamps, valuables, etc. They are also responsible to the Accountant
General,
(f) Planning Department
The department is represented at
the district level by
the Deputy
Economic and Statistical Adviser, Mansa. His office was established on
The main functions of the Deputy Economic and Statistical Adviser are centered in coordinating the statistical activities of various offices at the district level. He collects, compiles, analyses and maintains statistics relating to various socio-economic aspects of the district. Besides, his functions are: to publish statistical data; to improve the quality of statistical work done at the district level; to collect weekly retail prices and to act as data bank for government institutions and interested public. The Deputy Economic and Statistical Adviser also acts as Additional Member Secretary of District Planning Board which executes and monitors all district level development plan schemes.
(g) Language Department
The department is represented at the district level by the District
Language Officer, Mansa. His office was
established in April 1992. He is assisted
by 1 Instructor, 1 Clerk besides miscellaneous Class IV staff.
The main functions of the District Language Officer are: to inspect,
help and guide the district officers regarding the introduction of official
language i.e. Punjabi; to hold classes for teaching Punjabi, Hindi to
government employees; to impart training in Punjabi type-writing and
short-hand; to hold examinations in Punjabi and Hindi at district level; to
assist the government offices in translating pamphlets/books in Punjabi; to
organize literary seminars, dramas and kavi darbars (poetic symposia);
etc. This office also functions as a
sales depot for the books published by the Language Department,
(h) Sainik Welfare Department
The department is represented at the district level by the Deputy
Director, Sainik Welfare, Mansa. His
office was established on
The main functions of the department are:
to disseminate information to the general public regarding armed forces in the country; to keep watch
over the welfare of families of servicemen and ex-servicemen by assisting them
in representing their cases to the authorities; to give information to the
general public regarding conditions of service in the armed forces; to
investigate the applications for relief from various military and civil charitable funds and to grant financial
relief to the ex-servicemen and their
dependents from the funds at their disposal.
The
main welfare activities of the department are: to settle the financial problems
such as pension and other retirement/release benefits/dues to ex-servicemen; to
maintain close liaison with pension disbursing authorities/agencies in the
district; to provide assistance for settlement of land and other disputes; to
render assistance to families of serving personnel in regard to their
safety/security during absence; to maintain sainik welfare measures such as
rest houses for ex-servicemen, old age pensioner’s homes, Jawan’s bhawans,
vocational and other training
facilities, etc; to provide medical assistance for medical treatment in
military/civil hospitals and to maintain liaison with other welfare
organizations and to procure additional funds for the welfare measures. The Department organises flag day and
organizes rallies of ex-servicemen. It
also maintains a list of retired officers.
It ensures proper maintenance of war memorials in the district.
(i) Soil Conservation Department
The
department is represented at the district level by the Divisional Soil
Conservation Officer, Mansa who is under the administrative control of the
Chief Conservator of Soils,
The main functions of the department are: to survey, investigate and to propose suitable soil and water conservation plans such as reclamation of dunes, land leveling, land development, modernization of irrigation conveyance system in the field both for private water courses and the tubewells. To popularize the water conservation concept by providing sprinkler, drip irrigation, construction of field sub-surface drainage for reclamation of waterlogged areas and to guide the farmers in application of irrigation to the crops for efficient use of the available water.
