STANDING ORDER

 

                        In pursuance of the orders dated 10-4-2007 issued vide Endst no. 14/23/2002-RC.1/2132-2133, dated 11.4.2007 , I, Romila Dubey, Financial Commissioner Revenue and Secretary to Government, Punjab , Department of Revenue, Rehabilitation and Disaster Management  hereby order that in respect of the Department of Revenue, Rehabilitation and Disaster Management,  the cases mentioned in Annexure-1 shall be submitted to the Secretary to Govt, Punjab, Department of Revenue, Rehabilitation and Disaster Management for passing orders, the cases mentioned in Annexure-II shall be submitted to the Special Secretary/ Additional Secretary/ Joint Secretary/ Deputy Secretary for passing orders and cases mentioned in Annexure-III and IV shall be submitted to Under Secretary and Superintendent respectively for orders. During. my absence from headquarters, cases of immediate nature, which are required to be disposed of at my level and decisions on which cannot wait till my return or which cannot be sent to me during my tour for timely orders, shall be disposed of by the  Secretary/ Special Secretary/ Additional Secretary/ Joint Secretary/ Deputy Secretary, Revenue .However, such cases shall be shown to me on my return to headquarters.

                        Cases, which are not covered/mentioned in Annexures  shall be disposed of as per Rules of Business of Punjab Government.

                        This delegation will be subject to the overall control and directions of the undersigned.

ANNEXURE-I

 

CASES TO BE SUBMITTED TO THE Secretary Revenue FOR PASSING FINAL ORDERS

 

1.                  Matters relating to departmental examination.

2.                  Administration matters relating to Group C and D employees regarding which decision is to be taken at Govt. level.

3.                  Cases of minor punishment in the case of Group C employee.

4.                  General correspondence with the Head of the Departments and Govt. of India..

5.                  Sanction for filling appeals as per the suggestions of the Head of the Departments and where advice of Advocate General/L.R./Director Prosecution is to be overruled.

6.                  Obtaining of loans for various schemes from the Govt. of India.

7.                  Journey beyond jurisdiction in the case of Group C employees.

8.                  Representation against adverse remarks in the case of Group C and D employees.

9.                  Property returns of Group A and B officers.

10.              Communication of adverse remarks to the officers other than Head of the Deptt.

11.              Hiring of buildings.

12.              Cases of pension, Gratuity and leave encashment in the case of Group A and B officers.

13.              Cases involving expenditure authorized under Rule 19.6 of PFR, Volume I

14.              Sanction of Relief upto Rs. 5 lac due to Natural Calamities under CRF scheme as decided by the State Level Committee.

15.              Sanction of  Medical Bills of all employees and pensioners beyond Rs. 25,000/-

16.              Budget Estimates and Revised Estimates.

17.              Creation and abolition of non gazetted posts.

18.              Sanction of earned leave and ex-India leave to Group A and B officers except Head of department.

19.              General supervision and inspection of rehabilitation work at the headquarters and in the districts/tehsils.

20.              Extension in deputation period of Group A and B officers.

21.              In cases involving expenditure of below Rs. 1 lac and cases involving expenditure authorized under Rule 19.6 of PFR volume 1 delegated the powers retrospectively as under:-

1. Revenue Secretary                                Rs 10,000/- upto Rs. 1 lac

2. Additional Secretary Revenue              Rs. 2,001/-       - Rs. 10,000/-

3. Joint Secretary Revenue/                      upto Rs, 2,000/-         

    Deputy Secretary Revenue

4. Under Secretary Revenue                     upto Rs. 1,000/-

22.              Issuance of Appreciation letters to Group B, C and D employees.

 


  

Annexure-II

 

Cases to be submitted to Special Secretary / Additional Secretary / Joint Secretary / Deputy Secretary , Revenue , as the cases may be, for passing final orders.

 

1.                  Cases of sanction for legal defence against Govt.

2.                  Sanction fo filing appeals and stay applications.

3.                  Purchase/ installation of telephones, fans etc.

4.                  Sanction of earned leave and ex-India leave to Group C and D employees.

5.                  Audit notes in respect of accounts of offices and schemes.

6.                  Sanction to produce in the courts documents of routine nature where important policy/ point is involved.

7.                  Grant of sanction of legal expenses as required by courts / Advocate General ,Punjab

8.                  Allotment of land to an unsatisfied / elaimant involving less than 5 standard acres and other cases of any dispute with regard to admissicility of an unsatisfied/ partially satisfied claimed.

9.                  Repair of Govt, vehivles beyond Rs. 5000/-

10.              Purchase of store items for flood relief organization beyond Rs. 5000/-

11.              Cases relating to Muafies, Jagirs, Courts of Wards , Religions institution, Dharam Arth Estt.

12.              Cases for sanctioning of medical bills of employees and pensioners below Rs. 25,000/-

13.              Approval of replies to the audit/ inspection notes.

14.              Cases of pension, gratuity and leave encashment group C and D employees .

15.              Loan cases.

16.              Sanction of investigation of arrear claims of gazetted officers.

17.              Extension in deputation period in the case of Group C and D employees.

18.              Cases of Pension, gratuity and leave encashment in the case of Group C and D employees.

 

 

 

 


 

                                                            Annexure III

Cases to be submitted to the Under Secretary for passing final orders.

 

1.                  Cases for sanction of G.P Fund advance to Group A, B, C and D  officers/ officials.

2.                  Fixation of pay of gazetted officers expect the Head of the Department and issue of salary slips to Group A, B , C and D officers / officials.

3.                  Tour program of Group C and D employees and sanction of journey beyond jurisdiction.

4.                  Signing of Financial/ defence sanction where come lent authority had passes orders.

5.                  Repair of Vehicles below an amount of Rs. 5000/-

6.                  Purchase of store items for flood relief Organisation below Rs. 5000/-

7.                  Calling of reports of various notice received under section 80 CPC

8.                  Supply of copies of publication.

9.                  Signing of G.P Fund statements.

10.              Issue of orders/notifications regarding posting, transfer, promotion and retirement after orders have been passed.

11.              Sanction of investigation of arrear claims of group C and D employees.

12.              Cases of property returns of Group A and B officers where there is no change in the property returns of previous year.



Annexure IV

Cases to be submitted to the Superintendent for passing final orders.

 

1.                  Issue of reminders in al cases.

2.                  Requisition and supply of copies to other department/ Government.

3.                  Disposal of all letter containing interim information expect in cases in which.

4.                  Giving interim replies in cases which are under consideration of Govt.

Officers require immediate action

5.                  Back reference to collect information expects the cases of immediate action.

6.                  Issue of letters after the orders have been passed and signing of endorsement.
