Grant for the Purchase
of Books and Stationary to Scheduled Castes Students Studying in 1st
to 12th Classes - This scheme was introduced in 1976-77 to
provide books and stationary free of cost to the students belonging to the
Scheduled Castes studying in 6th to 12th classes
irrespective of the income of their parents. The welfare department gets books
directly from the Punjab School Education Board and distributes them through
the District Welfare Officer.

One Point Electric Connection to Unelectrified
Households To prevent the members of Schedule Caste families from eye disorder and
premature blindness, the department introduced the scheme in the state in 1986-87.
The scheme was dropped in the year 1993-94. The amount disbursed and the number

Dharamshalas/Chaupals where there is no electricity, a scheme One Point
Electric Connection to Unelectified Dharamshalas/Chaupas, was introduced in the
state in 1987-88 and was dropped in year 1991-92.

Pre-Matric Scholarship scheme to children of those engaged
in unclean occupations The scheme was introduced in 1987-88 in order to
eradicate illiteracy among the schedule Cast students whose parents are engaged
in un-clean occupation. Under this scheme, the Government have decide to draw
these children from their environments and to keep them in hostels. A sum of Rs
200 to 250 is spent on children from 6th to 8th classes
and 9th to 10th classes, respectively. It is a centerally
sponsored scheme shared by the state on 50 : 50 bases.

Grant for the Purchase of Plot for
Economic Ventures including commercial activities This scheme was introduced
during 1989-90. Under this scheme, a financial aid of Rs. 2,000 to maximum Rs
4000 is given to the persons belonging to Schedule Cast community for purchase
of plot measuring 1 marla. In case the beneficiary purchases a plot of 2 marlas
or more, the cost of construction of shop purchase of machinery and raw
material is financed by the Punjab Schedule Cast Land Development and Finance
Corporation. The scheme has been transferred by District Welfare Officer to
Punjab Schedule Casts Land Development and Finance Corporation from the year
1992-93.

Manual Pits Scheme The scheme was previously started
in 1981-82 and was dropped in 1984-85. Again, it was introduced in 1990-91.
Under this scheme 1 marla land free
of cost is provided to a Scheduled Cast family who has no land for dumping the
refuse.

The social welfare department,
which was set-up in September 1955 is entrusted with the work of formulation
and implementation of various welfare schemes for socially and economically
weaker sections of the society. It has been assisting institutional as well as
non-institutional welfare services for the welfare of children, women, aged and
infirms, orthopadically handicapped the blind, deaf and dump and other under
privileged and maladjusted groups. Some schemes such as old age pension,
financial assistance to widows and destitute, dependent children, to victim of
chronic diseases, the victim of roits, to widows whose husbands were killed by
the terrorists and scholarships to handicapped students were started. Keeping
in view the difficulties of the needy public, these schemes has been
decentralized from 1 November 1980. The District Social Welfare Officers have
been appointed in all the district under supervision of the Deputy
Commissioner. The payments to the beneficiaries are made by the District
Welfare Officer through banks. The important schemes functioning in Jalandhar
District are detailed below:
Old Age Pension Scheme - This scheme was started in January 1964. Under this scheme, aged,
infirm and destitute persons, above the age of 65 years in case of men and
above 60 years in case of women with no means of livelihood, and no earning
sons, are provided monetary assistance of Rs 50 per month which has raised to
Rs 100 per month with effect from July 1990. The persons who are suffering from
permanent disability are allowed relaxation of 10 years in the lower age limit.

Financial Assistance to Widows and Destitute Women With a view to
providing financial assistance to needy and destitute women below the age of 60
years, this scheme was introduce in the state in 1968. The assistance under the
scheme is given to those women who are left without any means of subsistence
after the demise of their husbands or whose husbands are physically or mentally
incapable of earning a livelihood. the rate of assistance is Rs 50 per month,
which has been raised to Rs 100 per month with effect from July 1990.

Financial Assistance to the Dependent Children This scheme was started
in March 1968 with a view of providing relief to orphan and destitute children
under the age of 16 years, who have either lost their parents or whose parents
are unable to maintain them due to some incurable disease or permanent physical
disability.
In the case more than
one diserving child in a family preference in the grant of financial assistance
is given to school going children in order to encourage the parents to educate
their children. The rate of financial assistance is Rs 50 per month per child.

Financial Assistance to Disable Persons The Government have
introduced a scheme in which financial assistance of Rs 50 per month is
provided to disabled persons whom a Medical Officer not below the rank of
Assistant Civil Surgeon, certified that the person concerned is permanently
incapacitated to earn. The disable persons included in this category are blind,
deaf and dump, orthopaedically handicapped, etc. who by reason of their severe
degree of disability have become permanently in capacitated to earn. The
disable persons included in this category are blind, deaf and dumb,

disability have been permanently incapacitated or are severely restarted due to
physical defect or deformity and are depended on others. These disable persons
may be considered eligible for financial assistance if they fulfill the
required conditions laid down by the Government.

Financial Assistance to Victims of Riots The scheme was started in
1985 with a view to providing financial assistance to the victims of riots for
grant of pension to widows. A lump sum grant and financial assistance of Rs 250
per month is provided to widows whose husbands were killed during the wake of
assassination of former Prime Minister Smt. Indira Gandhi.

Community Centre Scheme The main object of setting up
community centres is to improve the economic and social condition of weaker
sections. Training in stitching and embroidery is imparted in these centres,
apart from holding adult education classes, pre school training to the children
of age group 0-6 years. These centres have been setup for persons from other
communities including Scheduled Castes. The amount disburse and the number of

Delimitation
of Constituencies
Under the provisions of
the Constitution the number of seats allotted to each State in the House of the
People and State Vidhan Sabha and division of the State into territorial
constituencies so allocated is required to be re-adjusted on the completion of each
census. According on the completion of the 1971 census the Central Government
constituted a Delimitation Commission in the Delimitation Act,1972 to make the
desired adjustments.
The population of Punjab
according to 1981 Census was 1,35,51,060 which included 33,48,217 persons
belonging to the Scheduled Castes. After this Census 13 Lok Sabha seat
including 3 reserved and 117 Assembly seats, including 29 reserved were
provided by the Delimitation Commission for Punjab.
According to the 1991
census the population of Punjab was 2,02,81,869 which included 57,42,528 (28.31
per cent) persons belonging to the Scheduled Castes. The Delimitation
Commission provided 13 Lok Sabha seats including 3 reserved and 117 Assembly seats including 29 reserved
for Punjab State.

Public life in Jalandhar
District has been enriched by newspapers and periodicals which voice popular
grievance of the people from time to time. Since the achievement of
independence in 1947, the number of periodical published in the district in
English, punjabi, Hindi & Urdu etc. has enormously increased. Jalandhar is
very popular for its daily newspapers all over the country. During 1991 as many
as 21 daily newspapers out of the 70 of the State as a whole were published
from Jalandhar alone. The daily Ajit
in Punjabi Hindi Samachar in Urdu
and Punjab Kesari in Hindi have
largest circulation in the State.
