Civil Justice
The
administration of civil justice in the district is controlled by the District
and Sessions Judge, Patiala. He is assisted by 5 Additional District and
Sessions Judges all posted at Patiala, one Senior Subordinate Judge all posted
at Patiala, one Additional Senior Subordinate Judge, Patiala and 13
Sub-Judge-cum- Judicial Magistrates (4 posted at Patiala, 3 at Rajpura, 2 at
Fatehgarh Sahib, 3 at Nabha and 1 at Amloh).
The
civil courts try all kinds of cases of civil nature upto the extent with which
each Sub Judge or Senior Subordinate Judge has been empowered. A brief
description of main function of different civil courts in the district is
mentioned below:
District Judge.—He is senior most judge in the district and
controls the administration of civil justice in the district. His jurisdiction
as a civil Court is very wide. As Civil Judge of the district, he has both
types of jurisdiction, appellate and original. The matters decided by him in
exercise of his original jurisdiction are appealable to the High Court. As
Appellate Civil Court, he hears appeals against the judgments and decrees of
subordinate judges upto Rs. 5 lakhs.
In
the administration of civil justice, he is assisted by other Civil Judges as
mentioned above. On administrative side, he co-ordinate the work of judicial
offices in the district an is the competent authority for appointments,
postings, transfers, etc. in respect of the ministerial staff working in all e
courts in the districts. For deciding civil cases, he and the Additional
District Judge have concureent
jurisdiction. All cases, however, are instituted as to whether a case or
a category of cases is/are to be decided by him or by one of the Additional District Judges. As co-ordinating
officer of the Civil judiciary at district level, he is competent to transfer
any case from one court t another in the district.
Additional
District Judge, Patiala.- Additional District and Sessions Judge , Patiala works as additional District Judge on the
civil side. Appeals against the judgements
and decress of sub judges upto Rs. 20,000 and cases under the Land
Acquistion Act, 1894 and the Hindu Marriage Act, 1955 are heard by him.
Senior Subordinate Judge, Patiala. – The Senior
Subordinate Judge hears cases of rents, successin certificates, insolvency, guardianship and appellate work upto a
certain Limit, suits under the Torts and the Indian Contract Act 1872.
Sub
Judge 1st Class:- All Subordinate Judges have been vested with the
power of unlimited jurisdiction of civil nature including rent cases succession
certificates etc.
Criminal Justice
The judicial officers have both civil
and criminal jurisdiction. The same judicial officer functions as a Civil Court when adjudicating upon civil matters and as a Criminal Court
while deciding criminal cases. The main
functions of different Criminal Courts
in the district are decribed in brief as under.
Session Judge—the District and Session Judge functions as
Session Judge of the district in exercise of his criminal jurisdiction . He
controls the administration pf criminal
justice in the district. As in Civil cases, in criminal cases too, he has both
types of jurisdiction appplate and original. The matters decided by him in
exercise of his original jurisdiction are appealable to the High Court.
As the appellate Criminal Court, he
hears appeals against the judgements and orders of Judicial
Magistrates.
The
District and Session Judge, Patiala is
assisted by 5 Additional Sessions Judges, a Chief Judicial Magistrate and 13
Judicial Magistrate –cum-Sub Judges (4 Posted at Patiala, 3 at Rajpura, 2 at
Fatehgarh Sahib, 3 at Nabha and 1 at Amloh).
Additional Session Judge, Patiala – Additional Session
Judge and Session Judge, works as Additional Session Judge on the criminal
cases side. He determines appeals against the
judgements and orders of Judicial Magistrates.
Chief Judicial Magistrate- On the criminal side,
the powers excercised previously by the District Magistrate have been
vested in the Chief Judicial
Magistrate, Patiala. With the
separation of executive from the judiciary in the Patiala District in 1951 the
Chief Judicial Magistrate , Patiala functions under the supervision and control of the District and Sessions
Judge, Patiala.
The
Chief Judicial Magistrate, and Judicial Magistrate deal with all types of
criminal cases except security cases. The Chief Judicial Magistrate is vested
with the powers of Judicial Magistrate I Class, i.e. the power to try juvenile
offenders, to require delivery of letters, telegrams, etc. to issue search
warrants for documents in custody of postal or telegraph, authorities to
release persons imprisoned for failing to give security Under Section 106 of
Criminal Procedure Code; to order police investigation into congnizable cases,
to entertain cases on complaints, to transfer cases to a subordinate
Magistrate, and to report certain cases to High Court, etc.
Judicial Magistrates.—All Judicial Magistrates try cases under
the Indian Penal Code, 1860, the Punjab Excise Act, 1914 the Essential
Commodities Act, 1955, and other special Acts relating to the police stations
under their jurisdiction. They have the powers to direct warrant to
land-holders Under Section 78 of I P C ; to issue search warrant for discovery
of persons wrongfully confined; to record statements and confessions during
police investigation; to recover penalty on forfeited bond; etc. All criminals
apprehended by the police are produced before the Judicial Magistrate in whose
jurisdiction the criminal may have been apprehended or in whose jurisdiction
the crime may have ben committed.
After
investigation, the police put up the challans in the courts of Judicial
Magistrates who also act as Ilaka Magistrates and watch the investigation of
criminal cases. The Judicial Magistrates have also been vested with the powers
of Sub Judges with varying jurisdiction.
Security Cases. – Cases of security for keeping peace and
security for good behavior under the CriminalProcedure Code are tried by the
Sub Divisional Magistrates of Patiala, Rajpura, Samana, Nabha and Fatehgarh Sahib.
They are also called upon to perform executive functions in addition to the
trial of above types of cases.
Prosecution
Agency. The Directorateof Prosecution was set up in the State under the
administrative control of Home Department, Punjab when the Prosecuting Agency
was separated from the Police Department with effect from 1 April 1974. The
posts of Prosecuting Deputy Superintendents of Police and Prosecuting
Sub-Inspectors in the Police Department were abolished.
In
the Patiala District, the Prosecuting Agency is divided into two wings, viz,
District Prosecuting Agency, and Legal Advisory Agency. The head of Prosecuting
Agency in the District is the District Attorney, who is assisted by Assistant
District Attorneys Grade-I, and Assistant District Attorneys Grade-II, conducts
criminal and civil cases of the State and its officers in the various courts in
the district. The District Attorney works in the court of Session Judge, the
Assistant District Attorney Grade-I in the Court of Additional Sessions Judge,
whereas the Assistant District Attroney Grade-II works as Assistant Public
Prosecutors in the courts of the Magistates. They also advise the District
Magistrates and other Heads of offices in the district on matters involving
legal points. The District Magistrate supervises and controls the functioning
of the Prosecuting Agency in the district.
The
Police Department with the abolition of the posts of prosecuting Deputy
Superintendents of Police, Prosecuting Inspectors and Prosecuting
Sub-Inspectors was left with no law officer who could guide them in legal
matters. One District attorney is posted in the Police Department to render
legal advice to the Senior Superintendent of Police and other Police Officers
in the district. The District Attorney, in charge Legal Advisory Agency, is on
the cadre strength of the Directorate of Prosecution, but is posted in the
Police Department under the direct control of the Senior Superintendent of
Police. The District Attorney in the Legal Agency is liable to tbe shifted to
the Prosecuting Agency after two or three years and vice versa.
Besides,
a District Attorney is also posted in the Excise and Taxation Department to
render Legal advice to the Department.
In
the Patiala District, the District Attorney, Patiala is in charge of the
ProsecutionAgency. He is assisted by 11 Assistant District Attorneys Grade-I,
21 Assistant District Attorneys Grade-II, besides allied Class III and Class IV
staff at the district head-quarters. The offices of the Assistant District Attorneys
are also functioning at Amloh, Bassi Pathana, Nabha, Rajpura and Bahadurgarh in
the district.
Gram Panchyat Courts
From
time immemorial, the gram panchayat has been the basic institution of democracy
in India.Under the Punjab Gram Panchayat Act, 1952, certain civil, criminal and
revenue powers are vested in the panchayats. Under the Act, petty cases of
various categories are disposed of by the panchayats. Besides, reducing the
unnecessary burden oncourts, it has also raised the statues and prestige of the
gram panchayat to grant bail to an individual against a surety not exceeding
Rs. 500.
On
the criminal side, a gram panchayat tries offences specified in Schedule I-A
and I-B of the Punjab Gram Panchayat Act, 1952. The panchayats are also
competent to take cognizance suo moto of cases falling under Sections 160, 228,
264, 277, 289, 290, 294 and 510 of the Indian Panel Code and under Sections 3
and 4 of the Juvenile Smoking Act, 1918, or under any other Act for the time
being inforce.
On
the civil and revenue side, the panchayats are competent to try suits for
recovery of movable property or the value of such property suits for money or
goods due on contracts or price thereof; suits for compensation for wrongfully
taking or injuring movable property; and suits mentioned in clauses (j), (k),
(1), and (n) of sub-section (3) of Section 77 of the Punjab Tenancy Act, 1887,
(or any other Act for the time being in force). While trying such suits, the
panchayat is deemed to be a civil or criminal or revenue court, as the case may
be.
Bar Associations
There
are 5 Bar Associations in the district, one each at Patiala, Rajpura, Fatehgarh
Sahib, Nabha and Samana. The District Bar Association, Patiala was formed in 1938.
It had 350 members as on 31 March 1989. The Bar Association, Rajpura, is said
to have been formed prior to 1921. It had 80 members as on 31 March 1989. The
Bar Association, Samana was formed in 1989 and it had 38 members. The Nabha Bar
Assocaiation was formed in 1948 and had 56 members as on 31 March 1989.
The
main objects of the Bar Associations are to look after the interest of the
members and maintain a high standard of professional conduct. They also render
help to the courts in administering justice.
Other Departments
The
departments, which have not been mentioned elsewhere in the Gazetteer, have been
dealt within this Chapter in regard to the scope of their activities,
jurisidiction and the strength of the staff (as on 31 March 1989) posted in the
district. Their account will also explainthegeneral administrative set-up in
the Ptiala District.
The
Public Works Department is one of the important departments of Government, as
various developmental works are executed through it. Patiala is the
headquarters of the Chief Engineers, PWD, B & R Branch and Public Health.
The activities of the Public Works Department may be divided mainly into
construction and maintenance of buildings and roads, public health, drainage,
irrigation, etc. The jurisdiction of the Chief Engineers, circles/divisions of
the department is not necessarily confined to one district.
Chief Engineer, Punjab, PWD, B&R Branch, Patiala
The
office of the Chief Engineer, Punjab, PWD, B & R Branch, Patiala was
established on 1 November 1956, i.e. the date on which the State of PEPSU was
merged with Punjab. This office has 4 Chief Engineers, 23 Executive Engineers,
7 Superintending Engineers, 39 Sub Divisional Engineers, I Administrative
Officer, I Registrar, 14 Superintendents, besides other Class III and Class IV
staff at the head quarters. The jurisdiction of the Chief Engineers, Punjab,
PWD, B&R Branch is as under :

Chief Engineer, Punjab, PWD, B&R Branch (Buildings), Patiala has 6 circles,
under him viz., Patiala-I; Faridkot; Amritsar; Construction Circle; Chandigarh;
Electrical Circle, Patiala Electrical

The Chief Engineer, Punjab, PWD, B & R Branch (Roads
& Bridges), Patiala has 4 circles under him, viz. Ludhiana, Pathankot,
bathinda and Patiala-II.
The Chief Engineer, Punjab, PWD, B & R Branch (R &
R) Patiala has 4 circles under him, viz. Jalandhar, Firozpur, Hoshiarpur
andConstruction Circle, Sangrur.
The Chief Engineer, Punjab, PWD, B & R Branch (N H),
Patiala has 6 circles under him, viz. National Highway Circle, Jalandhar,
Chandigarh, Amritsar, C W Circle, Firozpur, N H Circle (4-LP) Ludhiana and
Mechanical Circle, Patiala.
(i)
Superintending Engineer, Construction Circle
No. 1 PWD, B & R Brahc, Patiala.
This
Circle has been functioning prior to the Partitionof the country. It has four
divisions under it, viz. Provincial Division, Patiala; Construction DivisionNo.
II, Patiala; Construction Division, Nabha and Construction Division, Sirhind,
each headed by an Executive Engineer.
The
Superintending Engineer is under the administrative control of the Chief
Engineer, PWD, B & R Brach (Buildings), Patiala. He is assisted by 1
Superintendent Grade II, I Superintendent Grade III, 1 Circle Head Draftsman, 6
Assistants, 2 Draftsmen, 1 Stenographer, 3 Junior Draftsmen, 13 Clerks, besides
other Class IV staff.
The
main function of this circle are to exercise control over the construction and
maintenance of Government buildings and roads in the area under its
jurisdiction. The three divisions working under this circle are briefly
described as under :
Executive
Engineer, Provincial Divisions, PWD, B & R Branch, Patiala. This division
has been functioning prior to the partition of the country. The Executive
Engineer is assisted by 1 Head Draftsman, 1 Superintendent Grade III, 2
Draftsmen, 2 Assistants, 11 Clerks, 2 Junior Draftsmen, besides other Class IV
staff. This division has five subdivisions under it, viz. Provincial
Subdivision, PWD, B & R Branch, Patiala; Bridge Investigation Subdivision,
Patiala; Construction Subdivision, Nabha at Patiala; Construction Subdivision
No. 8, Patiala, and Estate Office, Patiala. Each subdivision is under the
charge of Sub Divisional Engineer who is assisted by a number of Junior
Engineers, besides other Class III and Class IV staff. But in the Estate
Office, patiala, there are 1 Estate Officer, 1 Superintendent Grade III, 3
Supervisiors, 3 Clerks and Class IV staff.
Executive
Engineer, Construction Division No. II, Patiala. This division was established
in 1972. The Executive Engineer is assisted by 1 Superintendent Grade III, 1
Head Draftsman, 2 Draftsmen, 2 Junior Draftsmen, 2 Assistants, 9 Clerks,
besides other Class IV staff.
This
divisionhas four subdivisions under it; Construction Subdivision No. 3,
Patiala, Construction Subdivision No. 5, Patiala; Construction Subdivisions No.
1, Samana and Construction subdivisions No. 2, Samana. Each of these
subdivisions is under the charge of a Sub Divisional Engineer. Each Sub
Divisional Engineer is assisted by 4 Junior Engineers, besides other Class III
and Class IV staff.

established in 1972. The Executive Engineer is assisted by 1 Superintedent

charge of a Sub Divisional Engineer. Each Sub Divisional Engineer is assisted
by 4 Junior Engineers, besides other Class III and Class IV staff.
Executive
Engineer, Construction Division, Sirhind. This division was was opened in 1972.
The Executive Engineer is assisted by 1 Superintendent Grade III, 2 Assistants,
1 Head Draftsman, 2 Draftsmen, 10 Clerks, 2 Junior Draftsmen, besides other
Class IV staff. This division has three Subdivisions under it :Construction
Subdivisions, Bassi Pathana; Construction
Subdivisions, Sirhind and Construction Subdivision No. 11, Rajpura. Each of
these subdivisions is under the charge of a Sub Divisional Engineer. Each Sub
Divisional Engineer is assisted by 4 Junior Engineers, besides other Class III
and Class IV staff.

Superintending Engineer, Construction Circle
No. 2, P W D, B & R Brach, Patiala.
Opened
on 3 January 1986, this office has three divisions under it :

Division No. 3, P W D, B & R Brach, Chandigarh at SAS Nagar.
The

Engineer, P W D, B & R Brach (Roads & Bridges) Punjab, Patiala. He is
assisted by 1 Sub Divisional Engineer, 4 Junior Engineers, 1 Superintendent
Grade II, 1 Superintendent Grade III, 1 Stenographer, 4 Assistants, 7 Clerks, 1
Head Circle Draftsman, 2 Junior Draftsmen, besides other Class III and Class IV
staff.
The
main functionsof this Circle are to look after the construction and maintenance
of buildings, roads and bridges. The divisional offices under this Circle
functioning in the Patiala District are briefly described as under :

division came into existence in 1972. The Executive Engineer is assisted by 1

This
division has four Subdivisions under it, viz. Construction Subdivisions No. 1,

7, patiala and Construction Subdivisions No. 9. Patiala. All these subdivisions
were opened in 1972. Each of these subdivisions is under the charge of a Sub
Divisional Engineer. Each Sub Divisional Engineer is assisted by 4 Junior
Engineers, 14 Clerks, besides other Class III and Class IV staff.

Construction SubdivisionNo. 1, P W
D, B & R Branch, Rajpura.
This
subdivision is headed by the Sub Divisional Engineer, Rajpura, who functions
under the Executive Engineer, Construction Division No. 2, P W D, B & R
Branch, Chandigarh at SAS Nagar. The Sub Divisional Engineer is assisted by 4
Junior Engineers, besides other Class III and IV staff.

Superintending Engineer, Patiala
Electrical Circle, P W D, B & R Branch, Patiala.
Opened
on 10 July 1964, this office has one division under it, viz. Electrical
Division, P W D, B & R Branch Patiala.
The Superintending Engineer is under the administrative control of the Chief
Engineer P W D, B & R Branch. North Zone, Patiala. He is assisted by 1
Circle Head Draftsman, 2 Draftsmen, 1 Superintendent Grade II, 1 Superintendent
Grade III, 6 Assistants, 2 Junior Draftsmen, besides other Class III and Class
IV staff.
The
main functions of this circle are to plan, execute and maintain electrical
services in the Government buildings and complexes.
Executive
Engineer, Electrical Division, P W D, B & R Branch, Patiala. This division
was opened in1956. The Executive Engineer is assisted by 1 Superintendent Grade
III, 1 Divisional Accountant, 1 Head Draftsman, 2 Draftsmen, 2 Junior
Draftsmen, 2 Assistants, besides other Class III and Class IV staff.
The
main functions of this division are to plan, execute and maintain electrical
services in Government buildings and complexes. This division has 6
subdivisions under it, viz. Electrical Subdivision, P W D, B & R Branch No.
1, Patiala; Electrical Subdivision, P W D, B & R Brach No. 2, Patiala;
Electrical Subdivision, P W D, B & R Branch No. 3, Patiala; Electrical
Subdivision, P W D, B & R Branch, Sirhind, Planning Subdivision
(Electrical), P W D, B & R Branch No. 1, Patiala and Planning Subdivision
(Electrical), P W D, B & R Branch No. 2, Patiala. Each of these
subdivisionsis under the charge of a Sub Divisional Engineer. Each Sub
Divisional Engineer is assisted by 4 Junior Engineers, besides other Class III
and Class IV staff.
(v)
Superintending Engineer, Mechanical
Circle, P W D, B & R Branch, Patiala.
The
circle was opened on 27 February 1973. The Superintending Engineer is under the
administrative control of the Chief Engineer, Punjab, P W D, B & R Branch
(Roads & Bridges), Patiala. He is assisted by a Circle Superintendent, 1
Circle Head Draftsman, 1 Superintendent Grade III, 1 Stenographer, 4 Draftsmen,
2 Junior Draftsmen, besides other Class III and Class IV staff.
The
main functions of this circle are: procurement of machinery, purchase of
spares, repairs of machinery, running of heavy machinery, viz. hotmix plants,
pavers, cranes, loaders, etc. and disposal of unserviceable machinery, The only
divisional office under this circle is described as under:
Executive Engineer, Machanical Division, P W D, B
& R Branch, Patiala.. The Executive Engineer is assisted by 1 Divisional
Accountant, 1 Divisional Head Draftsman, 3 Draftsmen, 4 Junior Draftsmen, 8
Accounts Clerks, besides other class III and Class IV staff . The division has
only one subdivision, which was opened on 16 September 1964. It is under the
charge of a Sub Divisional Engineer, who is assisted by 4 Junior Divisional
Engineers, besides other Class III and Class IV Staff.
(vi)
Executive Engineer, National Highway
Division P W D, B & R Branch, Patiala
This division was opened on 6 December 1971. The
Executive Engineer, National Highway, P W D , B & R Branch Patiala,
functions under the administrative control of the Superintending Engineer,
National Highway Circle, P W D, B & R Branch Chandigarh. He is assisted by
1 Divisional Accountant, 1 Head Draftsman, 2 Assistant Draftsmen, 1 Head Clerk,
2 Junior Draftsmen 2 Accounts Clerks, besides other Class III and Class IV
staff.
The
main functions of the division are : to maintain national highway roads,
strategic roads and state roads. This division has 3 subdivisions under it,
which are under the charge of a Subdivisional Engineer, He is assisted by 4
Junior Engineers, besides other Class IV staff.
The office of the Chief
Engineer, Punjab, Public Health, Patiala was established in 1957. In 1997, this
office was bifurcated into two wings, viz. Rural Water Supply and Government
Work, each under the charge of a Chief Engineer. The Chief Engineer, Punjab,
Public Health (RWS) and Chief Engineer, Punjab, Public Health (GW) are assisted
by 2 Superintending Engineers, 11 Executive Engineers, 20 Sub Divisional
Engineers, 13 Junior Engineers, 1 Registrar, 6 Superintendents 30 Assistant, 3
Stenographers, 6 Head Draftsmen Grade I, 9 Head Draftsmen Grade II, 20
Assistant Draftsmen, 34 Clerks, 15 Junior Draftsmen, Besides other Class III
and Class IV staff at the headquarters.
The office of the Chief
Engineer, Punjab, Public Health (RWS), Patiala has following circles under its
jurisdiction : Public Health (RWS) Circle, Faridkot; Public Health (RWS)
Circle, Sangrur; Public Health (RWS)
Circle Firozpur; Public Health (RWS) Circle, Bathinda; Public Health (RWS) Circle,
Hoshiarpur; Public Health (RWS) Circle, Gurdaspur Research Unit (Laboratory) Patiala and Superintendenting Engineer
(Project) Patiala.
The main function of this
department are to deal with the rural water supply scheme, sewerage scheme and
other public health sanitation work in the rural areas. The following offices
of P W D, Public Health (RWS) are
functioning in the Patiala District:-

Circle, Patiala
Formed in
1976, this circle has two divisions under it,viz Public Health (RWS) Division,
Patiala and Public Health (RWS)
Division, Rajpura.
The Superintending Engineer
is assisted by 1 Superintendent Grade II, 1 Superintendent Grade III, 6
Assistants, 1 Head Draftsman, 1 Stenographer, 2 Junior Draftsmen 2 Assistant
Draftsmen, 12 Clerk besides other Class IV staff.
The main functions of this
circle are to execute rural water supply scheme, sewerage scheme and other
public health sanitation work in the district.

staff. This division has four subdivisions under it, viz. Public Health (RWS)
Subdivision, Patiala; Public Health (RWS) Subdivision No. 1, Samana; Public
Health (RWS) Subdivision No. 2, Samana; Public Health (RWS) Subdivision,
Moonak. Each subdivision is under the charge of a Sub Divisional Engineer, who
is assisted by 4 junior Engineer, besides other Class III and Class IV staff.
Executive Engineer, Public
Health (RWS) Division, Rajpura. –Opened in November 1976, this division is
headed by an Executive Engineer. He is assisted by 1 Superintendent Grade III 3
Assistant Accounts Clerks, 1 Steno-typist, 1 Head Draftsman, 2 Assistant
Draftsmen, 2 Junior Draftsmen, 9 Clerks beside other Class IV staff. This
division has four subdivisions under it, viz. Public Health (RWS) Subdivision,

Unit (Labortory) Public Health, Patiala
This research unit was
establishment in 1961-62. It is under the charge of a Senior Chemist, who is
under the administrative control of the Chief Engineer, Public Health (RWS),
Patiala. He is assisted by 2 Chemists, 1 Assistant Chemist, 2 Laboratory
Assistants, 2 Clerks, beside other Class IV staff.
The main function of this
research unit are to test the potable water.

Engineer (Project) Public Health Circle, Patiala
This office was set up on 8
August 1973 and is under the charge of a Superintending Engineer. He is under
the administrative control of the Chief Engineer, Punjab, Public Health (RWS),
Patiala. The Superintending Engineer is assisted by 2 Excutive Engineer 6 Sub
Divisional Engineers, 12 Sectional Officers, 4 Surveyors, 16 Survey Khalasi,
besides other Class III and Class IV staff. The main functions of this project
are the preparation of project reports of the new works to be taken up in the
State.
The office of the chief
Engineer, Punjab, Public Health (GW) Patiala, has three Circles under its, viz.
Public Health (GW) Circle, Amritsar, Public Health (GW) Circle, Ludhiana and
Public Health (GW) Circle, Chandigarh.
The main functions of this
department are to execute water supply and sanitation of the government
institutions, etc.The offices functioning in the district under the P W D

This division was opened in
1976. The Executive Engineer is functioning under the administrative control of
the Superintending Engineer, Public Health(GW) Circle, Chandigarh. He is
assisted by 1 Superintendent Grade III, 3 Assistant Accounts Clerks, 1 Head
Draftsman, 2 Assistant Draftsmen, 2 Junior Draftsmen, 9 Clerks, besides other
Class IV staff. This division has two subdivisions under it, viz. Public Health
Tubewell Subdivision, Patiala and Public Health Store Machinery Subdivision,
Patiala. Each atiala and Public Health Store Machinery subdivision is under the
charge of s Sub Divisional Engineer, who is assisted by 4 Junior Engineers and
other Class III and Class IV staff.

The Executive, Engineer, Public (GW) division is under the administrative

Public Health (GW) No. 2, Patiala; Public Health (GW) No. 3, Patiala; Public
Health (GW) Store, Patiala; Public Health (GW), Nabha and Public Health (GW),
Sirhind. Each subdivision is under the charge of a sub Divisional Engineer, who
is assisted by 4 Junior Engineer, besides other Class III and Class IV staff.
The main functions of this
office are to execute water supply and sanitation in Government institutions
etc.
Chief Engineer, Vigilance
and Techincal (I B), Punjab, Patiala.—The Office of the Chief Engineer,
Vigilance and Techincal (I B), Punjab, Patiala, was established on 14 May 1976.
He is assisted by 3 executive Engineers, 6 Sub Divisional Officers, 2 Junior
Engineers, 2 Superintendents,2 Assistants, 8 Clerks/Senior Clerks and other
Class IV staff.
The main functions of this
office are to initiate investigation/inquiry into any transaction in which public
servant is suspected of having acted in a corrupt manner.

This division has five
subdivisions under it, viz. Rajpura Construction Subdivisions No.1, II, III,
IV, and Gandakheri Subdivision No. 1.
Each subdivision is under the charge of a sub Divisional Engineer, who is
assisted by 4 Junior Engineers, 3 Senior
Clerks, 1 Steno typist, 4 Junior Draftsmen, besides other Class III and
Class Iv staff.
The main function of this
division is the construction of SYL Canal Project from RD 85 to 94.
Executive Engineer,
Gandakheri Construction, Division, Patiala. –The division was opened in May
1982. The Executive Engineer is assisted by 1 Divisional Head Draftsman, 1
Superintendent Grade III, beside other Class III and ClassIV staff.
This division has three
subdivisions under it, viz. Gandakheri Construction Subdivision No. II, III and
IV which opened in May 1982, Each of these subdivisions is under the charge of
a Sub Divisional Engineer, who is assisted by 4 Junior Engineers, 3 Clerks, 4
Junior Draftsmen and other Class III
and Class IV Staff.
The main function of this division is the
construction of SYL Canal Project from RD 94 to 101.
Executive Engineer, Sarala
Construction Division, Patiala. This division was opened in May 1982. The
Executive Engineer is assisted by 1 Divisional Head Draftsman, 1 Superintendent
Grade III, besides other Class III and Class IV staff.
This division has four
subdivisions under it, Sarala
Construction Subdivision No. I, II ,III and IV. Each subdivision is under the
charge of a Sub Divisional Engineer,
who is assisted by 4 Junior Engineers, 3 Clerks, 4 Junior Draftsmen, besides
other Class IV staff.
The main function of this division is the construction of SYL Canal
Project from RD 101 to 108.
Executive Engineer, Patiala
Construction Division, Patiala.—The division was opened in May 1982. The Executive
Engineer is assisted by 1 Divisional Head Draftsman, 1 Superintendent Grade
III, beside other Class III and Class IV staff.
This division has four
subdivisions under it: Patiala
Construction has four subdivision No. I, II, III and IV which were also opened
in May 1982. Each of these subdivision is under the charge of a Sub
Divisional Engineer, who is assisted by
4 Junior Engineers, 4 Junior
Draftsmen, besides other Class III and Class IV staff.
The main function of this
division is the construction of SYL Canal Project from Rd 108 to 112.
ExecutiveEngineer,Ghaggr
Mechanical Division, Patiala.- This division was opened im My 1982 . The
Executive Engineer is assisted by 1 Divisional Head Draftsman, 1 Superintendent
Grade III , Besides other Class III and class IV staff.
This division has four
subdivisions under it;Ghaggar Mehanical Subdivision No.I, II, III and IV which
were also opened inMay 1982. Each subdivision is under the charge of a
SubDivisional Engineer,who is assisted by 4 Junior Draftsmen , besides other
Class III and Class IV staff.
The main funcitions of
this division are the installation of H.T. lines deployment of earth moving
machinery for excavation of earth work of the early stage of construction of
canal and dewatering work where departmental pumps are required to be deployed,
construction work of escape channel etc.

Lining Circle No. 1, Patiala
Opened on 3 June 1980 , this office has one division underit, viz. Canal
Lining Division No.1, Patiala. The Superintending Engineer is assisted by 1
Circle Superintendent, 1 Personal Assistant, 1 Superintendent Grade III , 3
Assistant , 2 Senior Clerks, 1 Senior Scale Stenographer, 1 Divisional Head
Draftsman, 2 Draftsmen, 2 Junior Draftsmen, besides other classe IV staff.
The main functions/
activities of this circle at the district level are lining of channels, etc.
Executive Engineer, Canal
Lining Division No.1, Patiala.--- This division came into existence with effect
from June 1980 and is headed by an Executive Engineer. The Executive Engineer
is assisted by 1 Divisional Head Draftsman, 2 Draftsmen, 2 Junior Draftsmen, 1
Divisional Accountant, 1 Superintendent Grade III , 2 Assistants, 1 Assistant
Research officer, 2 Research Assistant ,besides other Class III and Class IV
staff.
This division has six subdivisions under it: canal Lining Subdivision No. 1 , Patiala; Lining Subdivision No. II , Patiala; Lining Subdivision No.III , Samana Lining Subdivision No.5 , Patiala and Samana Lining Subdivision No.VIII, Lining Subdivision NO. VIII , Patiala . Each subdivision is under the charge of a Sub Divisional Engineer. Each Sub Divisional Engineer is assisted by 4 Junior Engineers, 1 Sub Divisional Clerk, besides other Class III and Class IV staff.
