A pre bid conference as per the clauses of the tender uploaded on 1.08.2010 on www.punjabrevenue.nic.in was held under the chair of Ms Bhawna Garg, Special Secretary Revenue in the conference hall of Punjab Planning Board SCO 70-72, Sector 17 –D Chandigarh.

            The conference began with the welcome note by the chair and all the companies representative introduced themselves.

            A presentation was given by the chief consultant Maj Gen (Retd) Shamsher Singh who explained each and every step involved in the project. The Presentation is available on www.punjabrevenue.nic.in.

            After the presentation there were number of questions which were replied during the conference. Number of companies had forwarded their queries directly to the Chief Consultant which was also replied during the conference. The queries and their replies are enumerated below.

 

            The Representative of Science consultant wanted clarification on the following points

Q         Do we have to use the same roads as they appear on SOI Maps or they have to be modified?

A         If some roads are picked up from map and some from high resolution image, the roads will not sit exactly on image therefore roads should be drawn afresh from satellite image. A road up to black top has to be extracted. SOI maps can be used for annotation.

Q         Up to what level drainage and canal system has to be picked up.

A         As Punjab State is mostly plane and maps hardly indicate any contours  therefore drainage pattern and canal system will define the lie of the ground also SRTM/any other 30m height data will help us to know about the low lying area in the district.

Q         In case of built up area what details shall be picked up

A         In case of built up area only the localities are to be marked and any detail inside locality if found vulnerable shall be picked up. Buildings like a Shopping Mall or a multistory building will fall in this category. Also core area of the city which is congested shall be considered as vulnerable.

Q         In case of Roads, how categorization of roads shall be done.

A         Roads shall be categorized as National, State, District and others.

Q         In the tender transmission lines have been indicated, up to what level transmission lines shall be picked up.

A         Pylons are to be considered as vulnerable, Mostly transmission lines on pylons are shown on SOI maps. Also in many cases pylons are seen on satellite image also, the transmission lines on pylons are to be picked up. Substation from where power is distributed also becomes critical hence should be picked up.

Q         In the tender, Name of land holder also has been indicated to be picked up.

A         No name of land holder need not be picked up. Tender shall be modified accordingly.

Q         Whether details are to extracted in 2D or 3D mode

A         Details are to be extracted in 2D mode only.

Q         Whether flood data can be made available?

A         Irrigation authorities of Jallandhar and Drainage authorities can be requested to provide data

Q         In case of schools and colleges the number of rooms has been indicated, you are requested to confirm

A         The above data is already available with State Authorities which can be collected and attached.

Q         In the tender the two languages have been mentioned i.e Punjabi and English.

A         Yes we want both, but main data base can be in English where as only one annotation layer in Punjabi

Q         What theme layers shall be prepared and whether real time data if received from NRSC will sit exactly over these layers.

A         Yes

Q         Whether time required for preparation of Composite Risk Atlas will be one year.

A         It will be 8 months.

Q         In the payment clauses it is mentioned that whenever a payment is made a Bank Guarantee of the same amount is to be submitted. It is suggested if the bank guarantee of 50% of the payment amount is asked in place of full amount. Also it should be indicated that how much shall be maximum time taken for final payment once the data or deliverable is submitted.

 

 

 

A          After discussions it was agreed that bank Guarantee against payment as indicated in the tender will be 50%. Max time taken for clearance of data shall be 3 months and hence final payment shall be cleared with in 3 months.

Q         On what format data shall be prepared

A         Data shall be prepared on ARC Geodatabase.

Q         Whether History of Atlas shall be prepared or not

A         Yes History of Atlas shall be prepared. Topics like, how it was executed, what form of data was collected and from where it was collected. Also any further suggestion would be indicated.

Q         It is suggested that a further time of 15 days should be given for presentation etc if Director Disaster management wants it.

A         As in the pre bid conference most of the doubts have been cleared hence presentation from vendor is not required.

Q         Whether this data shall be uploaded on web

A         yes data shall be uploaded on to web but so far web publishing s/w has not been short listed. Hence for the time being data shall not be uploaded on to web.

What is the meaning of the note on Page 19? "Note: Since Satellite images

are the license product therefore no copy of the same to be taken out by the

firm on any account out of the premises.” Our understanding is that

"Premises" means the office premises of the vendor. Please clarify.

 

 

Premises means the site given to Vendor at District HQ for working. The soft copy of the satellite image he has to keep at that site only.

 

“DEM also should be prepared using SRTM data.” The resulting DEM

prepared will be 90 m in horizontal resolution. Please clarify.

 

 

SRTM 90m grid or better resolution  data from other open source should be used for creating DEM

 

Are Earthquake, Flood, Drought, Fire and Chemical hazards the only

hazards to be looked into? Please clarify.

 

 

In Punjab Mostly these hazards have the history but other hazards canalso be looked into

 

"Highest flood level and calculating area of submergence and showing as

layer." The "area of submergence" has to be generated only for the highest

flood level. Please clarify.

 

 

 

 

 

i. What help will be provided by the Client in obtaining the historical

 

 

The provision for calculation of submergence by giving the flood level is possible in certain S/W. But in this case Highest flood can be the layer.

Historical data has to be collected from Flood and irrigation Department of the State. This information shall be available with Revenue Department also

 

"Irrigation network and the depth and flow of canals and rivers flowing in the

district".

i. Where will the data regarding depth and flow of canals be

available?

ii. For how many years and at what granularity (like quarterly,

monthly, weekly, and daily) will the flow data be available?

iii. Will the canal depth information be provided through AutoCAD

drawings as digital data or on paper drawings?

 

 

The data regarding Rivers and canals can be from SOI map. The data of depth

Etc shall be available with irrigation Department.

The above data is being maintained mostly on paper drawings

 

"Types of chemical plants and their locations to be picked up." Is this

information to be collected through survey or is this data available and can

be obtained from some Agency?

 

 

This information should be available with Department of industries but if not then it has to be collected by Survey

 

"Population data to be collected from latest census." Since the study is at

village level, population information would also be required at the village

level. But Census data does not provide population by villages. In that case,

Is this information available somewhere else?

 

 

The population data can be shown as available in Census can be in the form of density. There are District planning maps available with SOI/NATMO, some help can be taken from them also

 

"Drainage and canal system" Does this refer to open drains or underground

sewage pipelines also?

 

 

Paper drawings of drainage system are mostly available with Sewage and  drainage departments in the towns where as in case of open area SOI maps can be referred to. Under ground  Pipe lines need not be surveyed

 

Our understanding is that risk assessment has to be based on visible and

collected information only and no risk modeling is expected. Please clarify.

Will the vendors for this work be allowed to participate in the next tender for

Disaster Management Plan/ Atlas preparation?

 

 

There is no empanelment, you would be free to participate

 

The committee also discussed and agreed that since Patiala is not the District for which UNDP has funded therefore we should select one of the District for which UNDP has funded. Therefore the committee was of the view that Jalandhar District may be selected as the District for which the Risk Composite Atlas should be prepared. Accordingly tender has been corrected.
